Hampshire chief appointed Bucks commissioner

Hampshire CC’s chief executive John Coughlan has been appointed children’s services commissioner at Buckinghamshire CC.

Under a revised government direction published yesterday Mr Coughlan will assess Buckinghamshire’s “ability, capacity and capability to improve itself” after the council’s children’s social care services were rated inadequate for the second time in four years.

An Ofsted report published in February said Buckinghamshire’s strategic response to an inadequate rating in 2014 has been “piecemeal”, causing progress on improvement to be “inconsistent and too slow”.

Mr Coughlan will instruct Buckinghamshire on how to secure “immediate improvement” and make a recommendation to the secretary of state for education Damian Hinds on whether the county should lose control of children’s services, or deliver services through alternative arrangements, by June 5.
