Shadow unitary authorities in North Wales have less than 12 months for the new council to be up and running, the Western Mail reports (p6).

The tight schedule and lack of information from the Welsh Office is causing concern in council corridors and chambers across Wales.

Officers at Preseli Pembrokeshire, South Pembrokeshire DCs and Dyfed CC are busy collating information, which will be vital for the establishment of the new authorities.

Legislation is unlikely to be in place before March 1994 with shadow elections in May or June. The parliamentary hold up will leave only 10 months before the new authority comes into being on April 1, 1995. ENDs
