Education and employment secretary Gillian Shephard has given the School Teachers' Review Body (STRB) its remit for the 1996 pay round.

In her letter to the chairman, John Gardiner, she has invited the STRB to report on a number of matters concerning the statutory conditions of employment of school teachers from 1 April 1996.

The STRB has been asked to recommend whether any increases should be made to the pay and allowances of teachers and,if so, how much.

Mrs Shephard has directed the STRB to have regard to the overall financial state of schools and local education authorities as well as the level of education standard spending in 1996-97 when making its recommendations for teachers' pay.

She has also invited it to consider whether the pay system contains adequate arrangements for attracting good teachers to schools in difficult areas.

- The STRB has requested written evidence from the department, local authority associations, teacher unions and bodies representing the interests of governors of voluntary and grant-maintained schools by 15 September.
