National tests for all 5-year olds will be introduced next year following consultation with parents, teachers and local authority leaders, reported the Sunday Times (p1).

The tests are designed to help schools assess pupils' abilities during the first term at school and are likely to be compulsory.

Meanwhile the Mail on Sunday reported (p20) that schools which fail to hand in test results for 11-year-olds to education secretary Gillian Shephard will be financially penalised.

Governors at 1,300 primary schools are threatening not to hand over test results.
