Shropshire became the first English county council to rebel against cuts when its policy and resources committee unanimously supported a proposed budget which breaks the government-imposed budget-capping of all local authorities, reported The Guardian (11 Feb, p4).

The full council will meet on 24 February to consider the proposed budget and meanwhile the council will lobby environment secretary John Gummer.

Parents and governors from 20 other local authorities were planning to meet on Saturday to co-ordinate their campaign against education cuts forced by the caps and several other counties are also threatening to break their caps in the next two weeks, the paper reported.
