The article asks whether, despite the government's announcement today of a new ethical framework for English councils, anything much will change until 'one-party statelets' are abolished.

The article also looks at scandals at Bassetlaw DC, Wakefield and Rotherham MBCs and Kingston upon Hull City Council.
