National Children Bureau director John Rea Price writes in The Guardian's society section (p9) about the funding dilemma facing social services departments across the country, struggling to cope with demands from the very old and the very young.

He argues that more money is being spent on the elderly than on children's services and asks will Stephen Dorrell's white paper, due this month, provide any answers.

'More to the point,' writes Mr Rea Price, 'how honest will he be in acknowledging the dilemma which confronts social services departments?'
