Social services inspectors have delivered one of their most glowing inspection reports in the five years of joint reviews after a visit to Kensington & Chelsea LBC.
The joint report by the Audit Commission and the Social Services Inspectorate says the council provides high quality services focused clearly on user outcomes.
The borough 'is already in the vanguard of good practice in many areas'.
Further improvement is 'a question of refinement' rather than any fundamental reform programme.
Last year Ofsted awarded the borough's education service top ranking among councils.
The director of housing and social services at the borough is Moira Gibb, president of the Association of Directors of Social Services.
Housing and social services chair Warwick Lightfoot (Con) said: 'Managing social services is a very difficult, complex business but our success really stems from something quite simple. We try, where we can, to act as through we were choosing services for a relative.'
-The joint review team which visited Blackburn with Darwen BC was less enamoured with the standard of services it found.
There were high levels of customer satisfaction, but inspectors called for improved liaison with the town's Asian community.
