Staff vacancy rates are as high as 50% in some London social services departments, according to a confidential survey by the Association of London Government.

The ALG says poor salaries, high case loads and living costs mean boroughs are finding it difficult to recruit care staff. One respondent reported a vacancy rate of 52%.

ALG health and social services chair Bernadette Lappage said: 'As well as the issue of morale, the cost of recruitment is taking money away from service provision.'

On Wednesday, ALG members were asked to endorse measures including an advertising campaign and more collaborative working between boroughs.
