As part of a feature on violent and disturbed children, Sheffield City Council's director of social services Martin Manby told BBC Radio Four's Today programme this morning:

'There is opportunity, with very intensive contact, to provide a range of services that can make a difference and we've attempted to do that in a number of cases.'

The law required that children be supported within their family. By having a shared care approach, for example having respite care foster parents during the week, very close contact with special schools, and increased contact during school holidays, it was possible to maintain children at home, he said.
