'We are sorry that Mrs Conway and her family and have been caused distress. The case happened over three years ago and we have looked carefully to try and make sure lessons are learned.

'It seems that there is a growing trend of claims in relation to stress in the public sector and we are looking at what action we need to take to help our staff as much as possible.'

The compensation will be paid by Hereford & Worcester CC's insurers, the£140,000 will not come out of council taxpayers' pockets.
