There is a danger councils could miss the wider picture of reform amid the plethora of government initiatives, according to the new president of the Society of Local Authority Chief Executives, Newport CBC's Sandy Blair.

Putting systems in place for best value was the immediate priority, but the entire modernisation drive, including democratic organisation and community leadership, deserved attention, he said at the SOLACE annual general meeting on Wednesday.

SOLACE members endorsed a decision to modernise the society, including bringing in a high-profile director-general.

Meanwhile James Hehir of Ipswich BC was elected junior vice-president.
