Ealing LBC's services for children in care have received a glowing report from the Social Services Inspectorate.

The report was a follow-up to a critical one at the end of 1997 which found serious deficiencies within the service including a 'culture of hopelessness', delay allocating cases, and 45% of social worker posts being filled by agency staff.

The new report on an inspection in March this year acknowledges rapid improvement and the ability to sustain it.

It says: 'Major changes have taken place in the social services department which have led to a range of positive improvements. We found the culture of hopelessness had been replaced by expectation.'
