Anarchists' subterfuge added 3,000 fictitious residents to St Albans DC's community charge register, says The Guardian Online (p7) in a report on the repercussions of the high court ruling against ICL. ICL was held liable for its software failing to detect the bogus registrations.

The software company is considering an appeal but chances of overturning the ruling seem minimal.

The ruling could change the way software is sold in the future, with options for unlimited liability increasing costs, says the report.
