The average cost of a DoE civil servant was £34,020 in 1994-95; the next highest is the Foreign Office at £31,429. The DoE average cost is almost twice as much as the employment department.

CIPFA's analysis shows the cost of employing DoE civil servants increased by 11% on 1993-94.

For the whole civil service the cost rose by 3.6%. The figures hide an overall reduction in the pay bill from £423 million to £347m between 1993-94 and 1994-95.

The number of staff has fallen from 13,000 full-time equivalents to 10,000.
