Brian Briscoe, chief executive of the Local Government Association, says too much emphasis is being placed on laying blame on local authorities.

In a letter to The Guardian (p19), Mr Briscoe says: 'Councils aren't afraid of tough, independent inspection, but measuring the horse doesn't make it run faster. If children are to receive a better education and elderly people better care, local government must be supported in its efforts to improve.'

On April 1, the new LGA Improvement Agency is to start spreading the expertise and best practice of successful councils to all councils, he writes.
