Councils must stop patronising other organisations in local strategic partnerships and start earning leadership status, local government minister Nick Raynsford has said.

The local government white paper says councils should be the 'prime movers' in LSPs, but not always their leaders.

Mr Raynsford said: 'The message is a simple one - councils must be good leaders and they must earn that role. But they're very well-placed to do it.'

The white paper says once LSPs have been set up the partnerships themselves should decide who leads. Councils are the default leaders, with a responsibility to lead if no one else does.
