Britain's biggest local authority, Strathclyde RC, is facing a claim that it awarded £22 million worth of cleaning contacts uncompetitively, the Financial Times reports (p10).

The paper says the council told potential bidders for its cleaning contracts that Tupe applied. The Business Services Association has branded the policy anti-competitive in a letter to the Scottish Office.
