Jack Straw, the Shadow Environment Secretary, has urged the Prime Minister, John Major, to drop plans for new regional offices - 'Whitehall Commissars' - reported on BBC Radio Four this morning.

In an open letter Mr Straw said: 'The establishment of these Regional Commissars represents a further serious threat, to the freedom of local people to run their own services.

'If your rhetoric abour 'subsidiarity' means anything, you should now withdraw this plan and instead consult widely as to how elected regional councils can be established in each of the standard regions, so that local people have more say over the decisions which affect them.'
