Increases of up to 21.6% in council tax bills and £18.4m cuts were predicted when Suffolk CC yesterday considered initial budget predictions for next year, reports the East Anglian Daily Times (p8).

County finance director Philip Atkinson said tax bills could rise 10.3% simply as a result of the government's 1995 budget, which predicted a spending increase of 2%.

'We don't know what the chancellor will do this year. There have been none of the hints which usually come before a budget.'
