The Public Excellence Network, set up to challenge the Association of Direct Labour Organisations, has made Lewisham LBC leader Dave Sullivan its chair.

Lewisham is one of about 15 southern councils which led the region's breakaway from ADLO, after accusing it of failing to modernise (LGC, 21 May).

At its first meeting, the PX.Net group agreed it would be 'cross-sector, inter-agency and trans-national'.

Based at Camden LBC until a permanent base can be found, it will try to disseminate information on public service provision.

In response, ADLO has released an 11-point charter for modernisation, including launching its Performance Networks and rejigging its Competition Advice consultancy to focus more on best value.

At ADLO's annual seminar next week, a leadership showdown is expected between the rebels and loyalists. The national chair is still held by Narendra Makanji, contract services chair at Haringey LBC, one of the rebel councils.
