PE Imbucon consultants, which the council has worked with since it opted out of the National Joint Council, recommended a tiered system of pay increases after comparing the council with the wider market.
This was rejected by the council and Unison. Chief executive Chris Edwards said: 'ACAS was involved at an informal level to discuss where we were heading. At that stage there was agreement.'
