The schools rebellion is escalating following the government's 2.7% teachers' pay rise last week, writes Juliette Garside.

Local authority schools in Northamptonshire CC are planning not to set a budget and governors at Gloucestershire CC's grant-maintained schools are considering mass resignation.

Two schools, in Somerset and Warwickshire, will join those in Derbyshire and Shropshire in setting deficit budgets.

Representatives from 20 counties in England and Wales met in Rugby on Saturday at a meeting of the new Fight Against Cuts in Education pressure group. Co-ordinator Seamus Crowe said: 'Action will be county-wide. Governors' forums will set needs-driven budgets.'

A steering committee will be elected next week.

FACE plans to work closely with the National Governors' Council, which is preparing a report from every local authority chief on what cuts they will make to meet their budgets.
