Teachers have asked their pay review body for an increase of at least 5% - on the same day chancellor Kenneth Clarke said any increases should be funded through efficiency savings.

The four main unions say inflation will rise next year with 'reputable forecasters' predicting an average earnings increase of more than 5% in 1997.

They say the teachers' award must exceed that in order to address recruitment problems.
