Responding to the high court ruling that education secretary David Blunkett acted unlawfully when he set standards for teachers' performance-related pay Theresa May, shadow secretary of state for education, said:

'While it is right to reward good teachers this ruling shows what teachers have been saying from the start; that the scheme was ill conceived and wrong headed in its implementation and enormous problems have been caused by trying to push the scheme through too quickly.

'Now 197,000 teachers are left in limbo because of David Blunkett`s incompetence.'
