A begging letter offering the government political support in return for favourable funding treatment has been sent by the body representing training and enterprise councils, reports The Independent (p8).

In the cash bid, presented for a meeting with education and employment secretary Gillian Shephard on 30 September, the Tec national council offers political support to 'confound opposition claims that youth training programmes have failed', and invites ministers to raid other youth budgets to sustain Tec spending.

The Independent reports that Tecs are likely targets for treasury raids. In 1993/94 they got £1.861bn but by last year that was down to around £1.461.
