Leaders of training and enterprise councils have told ministers they must be 'at the heart' of the English regional development agencies when they are set up next year, reports The Financial Times (p18).

TEC funding will not be devolved to the RDAs but, in response to a government review of TEC priorities, the TEC national council emphasises the importance of TECs becoming fully involved in 'firm and effective partnerships with RDAs from the beginning of their operations'.

The seven London TECs, in a separate submission to the review, call for their funding to be routed through the London Development Agency, to be set up when the capital's elected mayor and assembly takes office in 2000.

There is, say the London TECs, a 'democratic imperative' for them to contribute positively to the new arrangements in the capital.

Ministers will issue revised strategic guidance to TECs, setting out priorities for the remainder of the current parliament, before the end of the year.
