The accusation was made by David Orr, chief executive of the National Housing Federation, speaking at a conference.
Anti-transfer campaign group Defend Council Housing argues the government should make direct investment in council housing. It has claimed credit for 'no' votes in recent tenant ballots on transferring housing to associations, an option used by councils to raise money to meet the decent homes standard.
Mr Orr said: 'Defend Council Housing has behaved disgracefully. The tenants they have left behind do not have decent homes.'
