Environment Secretary John Gummer today designated three local authorities in England for council tax capping in 1994/95.

The authorities, which have 28 days from designation to challenge or accept the maximum budgets (caps) proposed, are Langbaurgh-on-Tees Borough Council (Cleveland), Sheffield City Council (South Yorkshire) and Slough Borough Council (Berkshire).

The proposed caps for the three authorities are those which the Secretary of State considers on the basis of all the available information, to be reasonable, appropriate and achievable in all the circumstances of the authorities concerned. If the authorities accept the proposed caps they will be able to issue new lower bills.

The principles which have been adopted for selecting these authorities broadly give effect to the provisional criteria which were previously announced.

DESIGNATED AUTHORITIES: Langbaurgh: budget requirement is 5.8 per cent above 1993/94 base budget and 14.2 per cent above SSA;

Sheffield: budget requirement is 3.2 per cent above 1993/94 base budget and 3.4 per cent above SSA;

Slough: budget requirement is 11.2 per cent above 1993/94 base budget and 6.4 per cent above SSA.
