Conwy CBC failed to take any effective action for 'far too long' over a complaint about 'unbearbable' noise from a neighbour with special needs.

'The obvious solution to balancing Mr and Mrs P's human rights with the rights and needs of D and his family, which was to soundproof the party wall, had been staring the council in the face from the outset,' said public services ombudsman for Wales Adam Peat.

Today he recommended the council pay£2,000 to the complainants for their 'distress and suffering' along with legal fees.

A council spokeswoman said: 'The cabinet will be asked to consider the ombudsman's recommendations at a meeting in the near future.'
