A local council has severed 'diplomatic relations' with Devon CC in a row over local government reorganisation, the Western Morning News reports.

Torbay BC staff have been banned by their boss from talking to county employees because he claims the county is 'seriously misusing' information.

The paper says that Torbay chief executive David Hudson has sent a memo requesting that no material or information is passed on to the county - even when it is normally available to the public.

The new policy of non co-operation has been prompted by his fears that the information - which he has not specified - is being used to try to support the county's backing for the two tier structure continuing in Devon outside Plymouth.
