Yorkshire Forward and One NorthEast were criticised by assistant Conservative regions spokesman Shaun Woodward. 'What are these super-quangos achieving that local government cannot?' Mr Woodward asked.

The total cost of the eight English RDAs for 1999-2000 is£62.1 million. Yorkshire Forward receives£8m and One NorthEast£9.8m.

Yorkshire Forward said: 'Our budget is the lowest of all the RDAs.' Its administration cost is 5.9% of its total programme spending.

One NorthEast finance director Neil Mundy said: 'In order to deliver the objectives we will have to have the necessary resources.'
