The Conservatives are likely to opt for a significant increase in the amount of council revenue raised locally as part of its policy review.

Nigel Waterson, recently appointed as shadow local government minister, said it was a 'distinct possibility' the Tories would call for more reliance on locally raised funds.

'We need to find ways of ensuring councils have more say in raising revenue and spending it,' he said. He believed this would raise the calibre of people becoming councillors and increase election turnouts.
