Another Tory government would be a disaster for councils, Local Government Association chairman Sir Jeremy Beecham warned.

'Despite all the rhetoric about recognising local government's role as community leaders the process of stripping away functions and handing them over to the private sector or quangos accountable only to ministers is set to continue,' Sir Jeremy said.

'After a largely unsuccessful attempt to bribe schools to opt out, we now have the promise of a grammar school in every town, which means at least two secondary moderns in every town, and the threat of taking education away from local government altogether.

'Similar plans are afoot for social services. Under the Tories the leadership role of local government will be like that of the eunuch in the harem - nominally in charge but without any capacity to do anything.'
