The Tory Party has refused to be drawn on what constitutes 'young' for its new network of younger councillors.

Conservative leader William Hague launched the Young Councillors Network last week. David Trawbridge, head of local government at Conservative Central Office, said there are currently 100 members split half and half between young councillors and aspiring candidates.

Mr Hague said: 'Too often treated as second class citizens, in future our councillors will be at the forefront of our party's development.'
