The Conservative election manifesto will include plans to force local authorities to go out to tender for almost the entire£8bn-a year of care provided by social services departments, The Sunday Times reported (19 January, p1).

Ministers hope that the shake-up will stem the 10% annual rise in the social services budget, in particular by forcing councils to use private care homes for the elderly in preference to their own.

The drive for efficiency could also result in thousands of the 234,000 people now employed by social services departments losing their jobs.
