The Tories have promised to scrap council housing within five years of returning to power.

Shadow environment spokesman Archie Norman announced the policy at last week's Chartered Institute of Housing conference in Harrogate. 'We aim to end the municipal ownership of housing within five years and to make Britain a nation of home owners,' Mr Norman said.

He reaffirmed the policy during a visit to Liverpool this week which backfired after he said he had 'wound up all the windows' while driving through Toxteth.

A Conservative Party spokesman said Mr Norman had been drawing attention to crime problems. But Liverpool City Council Labour group leader Gideon Ben Tovim accused Mr Norman of 'negative stereotyping'.
