Because this year's poll is the same day as the general election, the turnout will be at least double the 35% of 1993 and high turnouts in the shires tend to benefit the Tories.

Reorganisation will also favour the shire Conservatives. However, the Tories have little hope of any success in the 19 new unitaries, the paper believes.
