The Tory goal of industrial relations reform is finally in sight, says The Times (p29) in a report on Ian Lang's plans to introduce a Green Paper aimed at curbing strikes in the public sector.

Whitehall officials have been working on the Green Paper for some time. It is likely to include a range of options for change, including more cooling-off periods and more balloting.
