The 1977 Housing and Homeless Persons Act provides a 'perverse incentive', rewarding 'irresponsible behaviour and effectively punishing traditional families', wrote Julian Brazier, Conservative MP for Canterbury, in a letter to the editor of The Times (p17).

'I am frequently reminded in my surgeries how bitterly respectable working-class couples resent being overtaken on the housing lists by queue-jumpers,' he wrote.
