George Kynoch, the Scottish local government minister and the government's newest minister, has refused to back the Tory party chairman Jeremy Hanley's attack on alleged corruption in Labour councils, reported The Independent (18 March, p2).

Mr Kynoch, in a recorded broadcast for BBC Scotland, said he would not want to embark on this argument because he wanted a positive campaign, The Independent reported.
