Only four out of 1,000 Tory officials in London have bothered to respond to a plea for help in May's local elections from the party leader William Hague, according to the Sunday Telegraph (p21).

The paper says a leaked letter from Toby Vintcent, deputy chairman of the Greater London area, suggests that activists are still dispirited following last year's general election defeat.

It adds that a Liberal Democrat list of anticipated gains in the elections on May 7 include Lambeth, Islington, Liverpool, Sheffield and Stockport.
