The recent British National party victory in Tower Hamlets is behind the government's new guidelines asking councils to inform on suspected illegal immigrants seeking emergency housing, the Independent on Sunday reports (p9).

The paper says immigrant and race-relation bodies are angry at new powers given to housing officers. As well as reporting suspects with a view to deportation, these powers include requiring applicants to prove their status and denying suspects any help with accommodation. The Commission for Racial Equality has reportedly described the new policy harmful for race relations, discriminatory and possibly illegal.

The Independent on Sunday says the guidance is the result of a Court of Appeal victory won by Tower Hamlets in support of its policy of testing immigrants applying for housing and turning away those its suspected of being in Britain illegally.

The Department of the Environment had earlier ruled that Tower Hamlets had no authority to investigate the status of immigrants. It had gone on to argue in the Appeal Corut that the investigatory powers were only open to the Home Office Department of Immigration and Naturalisation.
