Councils are close to winning their long battle for powers to shape local bus services.

Transport secretary Douglas Alexander told the Labour Party conference: 'I want to change the way buses are run across this country.' He said a few voluntary partnerships between councils and bus operators had worked well, 'but in too many communities they don't. I will act to give local transport authorities real powers to make a real difference'.

Roy Wicks, chair of the Passenger Transport Executive Group, welcomed the promise of powers to 'curb the free for all on bus services outside London'.
