In a report on tomorrow's English county council and unitary authority elections, The Financial Times (p8) asks 'will electors take the easy option of voting for the same party twice or distinguish between the elections and make their decisions on different criteria?'.

The Conservatives believe they can win back some of the rural seats they lost in 1993 by campaigning onlocal issues.

The FT reports that turnout in the 1993 councty council elections averaged 35% and reached a maximum of 46%. Tomorrow that is likely to double.
