The Guardian's society section (p2) runs a feature on Belgium's methods of dealing with paedophiles, including an interview with Catherine Marneffe, one of the country's leading child psychiatrists.

'Britain is very punitive,' she told the paper.

'If for instance you are confronted with a child with bruises you have to call the child protection people, who will call for the police.

'That would be unacceptable in Belgium. In Britain, social workers have become the agents of social control and, as a result, when these things have gone wrong they have become the scapegoats.'
