The local government employers' side yesterday warned unions that a pay rise of more than about 2% would be 'difficult to cope with' without risking severe damage to jobs and services, the Financial Times reports (p7).

Mick Graham of the GMB said there was 'no chance' of a settlement if the employers were going to offer 2%. The talks resume on 29 January.
