Unison in Scotland has launched a campaign against Labour's proposed two question referendum on a Scottish parliament, reports The Herald (p6).

The union argues that there should be a single test of support for a Scottish parliament, rather than asking the electorate to separately endorse tax raising powers.

The paper says the fact that the campaign has been backed by Unison headquarters in London pointed to the row becoming a broader question over the style of the Labour leadership and party democracy.
