'Local authorities - and their long suffering staff - are increasingly suspicious of the government's hidden agenda. Fiddling with timetables and with guidance documents will not dispel that suspicion. All the talk of what local people want is laughable. Many local people do not want compulsory competitive tendering, charge capping, the uniform business rate controlled in Whitehall and council staff on poverty wages. But they are denied the opportunity to decide.
'In many places local people want a two-tier system. But Mr Gummer appears to be denying them that choice. Unison will continue to argue for stronger local democracy, improved local services and a fair deal for staff.'
