In a letter to The Daily Telegraph, Sir John Banham bites back at the government over his 'resignation' as the first chairman of the Local Government Commission For England (p17).

Sir John claims that the all-unitary pattern of local government introduced in Scotland and Wales gives 'regular reinforcement of the reality that administrative reorganisation invariably costs more, takes longer and delivers less than the proponents of change ever envisage (or acknowledge after the event).'

Sir John says that 'it fell to me... to prevent the abolition of most county councils in Shire England'. And this led to his departure.
